Around 12000 officers of the Central Secretariat Service ‘CSS’ are worried about their future. About 2600 additional posts are required in central ministries and departments. In this regard, all the departments have provided this list to DOPT. This includes the posts of ASO, SO, Under Secretary, Deputy Secretary and Director. On one hand, CSS officers are not getting promotion on time, and on the other hand, vacant posts are not being filled. Issues like NFFU, OGAS and ban on deputation are pending for ten years. The ‘CSS Forum’ (Association of Central Secretariat Service Officers), which created a ruckus at North Block on Monday in support of its demands, has now decided to take the movement forward. There will be a peace march on the first three days of the promotion battle. Even after this, if the government does not agree, then non-cooperation movement will start. In this situation, work in central ministries and departments may come to a standstill.

CSS Forum General Secretary Ashutosh Mishra has informed the DoPT Secretary about the peace march and non-cooperation movement through a notice. CSS officers will conduct a peace march at Shastri Bhawan on March 7 at 1.30 pm. After this, CSS officers will take out a peace march on March 11 at 1.30 pm at Nirman Bhawan. A peace march will be taken out on North Block at 1.30 pm on March 13. Even after this, if the Central Government does not take any positive initiative on the demands of the CSS cadre, the non-cooperation movement will start. Thousands of officers created ruckus at North Block on Monday. ‘CSS Forum’ says, Central Secretariat Service officers are lagging behind in promotions. It is taking 13 years for an Under Secretary to reach the post of Deputy Secretary. At present, there are about 1200 Under Secretaries who fulfill all the qualifications to become Deputy Secretaries. He has been waiting for promotion for a long time. There are about 100 deputy secretaries who have passed all the stages of becoming directors, but all these officers are forced to work on the same post. The cadre review report is pending for one and a half years.

More than 2600 posts needed

Various Ministries/Departments of the Central Government have stated the need for additional posts under the CSS cadre. The number of such posts is more than 2600. These include the posts of ASO, SO, Under Secretary, Deputy Secretary and Director. A need is felt for 18 posts in the Department of Expenditure. 172 in the Skill Development Ministry, 460 in the Union Home Ministry, 91 in the Statistics Ministry, 76 in the Jal Shakti Ministry, 95 in the Consumer Affairs Ministry, 125 in the Higher Education Department, 11 in the Science and Technology Department, 384 in the Health Ministry, Food Supply 41 in the Ministry, 5 in the Legislative Department, 230 in Telecom, 100 in the Ministry of Youth Affairs, 34 in the Ministry of Civil Aviation, 147 in the Ministry of Agriculture, 5 in the Interstate Council, 81 in the Department of Social Justice, 57 in the Revenue Department, There is a requirement of 32 posts in the Ministry and 197 posts in the Ministry of Women and Child Development. A requirement of 107 posts has been stated in the Legal Affairs Department. There is a requirement of 116 additional posts in the Defense Ministry.
