Ambikapur. Collector Vilas Bhoskar’s court has given a big decision in the much talked about land scam of Ambikapur. The lease of 4.22 acres of land has been declared void as per the rules of government transit item. All transfers of land sold on the basis of fraudulent lease have also been declared void.

Order has been given to register the entire land again under government Nazul head. This decision of the Collector Court has become an example for Ambikapur city. The Collector has also suspended a clerk and two Revenue Inspectors who had committed land fraud by colluding with the land mafia. Apart from these three, the administration has already registered an FIR under non-bailable sections against the former Nazul officer of Surguja. .

The anticipatory bail petition of all of them has also been rejected by the Sessions Court. The concerned officers and employees are on the run to avoid arrest. The court of Collector Vilas Bhoskar has directed to keep the said government Nazul land safe for the Health Department, Women and Child Development Department, Court, Police Department and Municipal Corporation. Along with this, since the lease of the land applied for by Bansu Atmaj Bhatkul in the settlement is not in accordance with the law, the land which has been sold contrary to the law by the non-applicant Bansu to the above mentioned non-applicants on the basis of the registered sale deed, The transfer has been declared null and void.

Social worker had given written complaint, decision came in third hearing

Ambikapur’s social worker Kailash Mishra had given a written complaint along with documents to the Collector regarding the government land fraud case worth crores. The Collector had got the matter investigated by the officials. When irregularities came to light in the investigation, he registered the case in the Collector Court on March 11, 2024 and started the hearing. The Collector Court gave its verdict in the third hearing itself. Generally, there is delay in such cases. Social activist Kailash Mishra said that the hearing and decision in the case within just 18 days is an exemplary example. Social workers were also present during the hearing in the court. With this much land reserved, it will be used by the government.

Collector suspended accused government employees

Prima facie, the involvement of the then Nazul officer Neelam Toppo, Revenue Inspector Rahul Singh, Narayan Singh and clerk Ajay Tiwari in the land fraud case worth crores has been shown, a criminal case has been registered against all of them under non-bailable sections. Neelam Toppo was posted as Kondagaon District Panchayat CEO when the matter came to light. He has been recalled to the ministry. Here the Collector has suspended clerk Ajay Tiwari, Revenue Inspector Rahul Singh, Narayan Singh. However, in the suspension order, absence from official duty without notice and permission has been cited as the reason.

Government Nazul land plot number 243/1 located at Namanakala Ambikapur, area 1.710 hectares. (4.22 Acre) land is Gochar Mada land in Surguja Settlement. Bansu Atmaj Bhatkul had taken this land in his name from the court of Nazul Officer Ambikapur due to irregular lease and contrary to legal provisions. There was collusion with land mafia in this fraud. A criminal conspiracy was hatched in collaboration with revenue officers and employees. After getting land worth crores in their names, it was sold to Satish Sharma, Samogar Warrier, Abhishek Nagdev, Shekhar Agarwal, Surendra Kumar Agarwal, Anusha Nagdev, Mahesh Kumar Kedia, Dinesh Kumar, due to which the government suffered loss of government land. The buyers had purchased the land with permission. The amount was deposited in the government treasury. Now they are trapped due to the wrong intentions of the responsible officers and employees. They have suffered financial loss. The case was admitted and heard in revision under Section 50 of Chhattisgarh Land Revenue Code by the Collector Court.

Ultimately Bansu did not appear in the court

The role of a person named Bansu was important in the land fraud case. The said land was made in his name. After obtaining the lease he was the seller of the land. Apart from this, notice was also issued to the buyers but Bansu did not appear in the court till the final hearing.

It had come to light that it had been 15 years since the death of Bansu Lohar, resident of Namanakala Ambikapur. He was issued a land lease in Namanakala in the year 1967-68. Due to the declaration of all the government land of Namanakala as Nazul in the year 1971-72, Bansu’s land was also registered in the Nazul records. The land mafia of Ambikapur got Bansu Lohar, a resident of Parsa, prepared in place of Bansu Lohar, a resident of Namanakala. By making a new Aadhaar card by claiming him to be from Phundurdihari, an application for name transfer was submitted and an application was submitted to correct the error in the Nazul record and register the name transfer. As part of a well-planned conspiracy by the immediate Nazul officer Ambikapur in collusion with the government revenue employees, the said valuable land was registered in the name of Bansu’s father, resident of Bhutkul Lohar. After this, the land mafia has sold that land in pieces to influential and influential people of Ambikapur city. Revenue employees have also been given a share worth crores in this fraud of government land worth about Rs 50 crores. Now all the transfers have become void.
