The acting Chief Justice of Punjab and Haryana High Court asked the Haryana government that they are only passing through your state. They have the right to come and go. Why have you blocked the border? Why are you upset? Are they agitating in Haryana? Why are you blocking the roads?

On this, the Haryana government replied that it has given a call to gather five kilometers before Delhi. They have modified tractors with weapons there, so we want to maintain law and order.

Punjab government’s lawyer said that the issue is that they are going ahead with the protest. No to gathering in Punjab. There is no ceiling in Punjab. If they want to proceed for peaceful protest then we are also allowing it. Proper arrangements have been made for crowd control etc.

Haryana government said that peaceful protest can be supported but here they are causing inconvenience to the public. If we look at their past records, everything will be known. Acting Chief Justice asked how do you know that they are the same people? Use of force should be the last option in any situation.

‘Rights must be respected’

The court said that it is very easy to say that they have rights but the state will also have to take steps for the safety of people on the roads. They also have rights.

The High Court said that there should be a balance in the fundamental right of expression. No right is separate. Caution and precaution should be kept in mind. Any issue should be resolved amicably. Use of force will be the last resort.

The Center said that as far as MSAP is concerned. We are ready to discuss with the farmers. We are ready to hold a meeting in Chandigarh.
