Naiduniya News Janjgir – Champa. Even after a week of purchasing paddy from farmers at support price, paddy has not been lifted from the centres. 15 lakh quintals of paddy is jammed in the centres. On the basis of the contract made by the marketing association, there is a provision to lift the paddy within 72 hours if there is more than the buffer limit, but in the procurement centers of the district, 4 to 5 times more paddy remains to be lifted than the buffer limit. Due to which there is a possibility of paddy getting spoiled due to unseasonal rains as well as damage to the paddy due to drought, rats, termites and unseasonal rains. However, marketing department officials are patting themselves on the back by giving the example of better offtake situation from neighboring districts.
Paddy procurement started in the district from November 1 at support price. But this time due to slowness in transportation of paddy in the beginning, paddy started getting jammed in the centres. Now when paddy procurement is in the final stages, committee employees and farmers are facing problems. Out of 129 centers set up for purchasing paddy at support price in the district, the capacity of the buffer limit prescribed for storing paddy has been exceeded in 119. Because the paddy was not lifted as per the purchase and paddy started getting jammed in the committees and this is the reason why paddy is jammed in the centers even after a week of completion of paddy procurement. Due to lack of offtake, more paddy is kept in the procurement centers than the buffer limit. Due to jam of paddy in the centres, the center in-charges are facing problems.
This year, 1 lakh 22 thousand 826 farmers had registered to sell paddy at support price. Out of which till now 64 lakh 762 quintals of paddy has been purchased from 1 lakh 18 thousand 349 farmers. Out of which only 48 lakh 98 thousand 294 quintals of paddy has been lifted. Whereas 15 lakh 9 thousand 368 quintals of paddy are left for lifting in the centres. The millers of the district got registered to lift the paddy but the lifting has not been done as per the purchase in the centres. On the basis of the contract signed by the marketing association, there is a provision to lift the paddy within 72 hours if there is more than the buffer limit, but this rule is only on paper. This is the reason that even after the completion of procurement, 4 to 5 times more paddy is left to be lifted in the procurement centers of the district than the buffer limit. Due to which, due to unseasonal rains, paddy gets spoiled along with drought, rats and termites in the paddy. There is a possibility of loss. Whereas last year the offtake situation was good. Paddy was lifted from the centers along with the purchase.
Then lakhs of quintals of paddy kept in the centers will get wet.
Platforms have been made in the centers according to the quantity of paddy purchased at the support price every year and on the basis of that, funds are received from the government to make arrangements for drainage to keep the paddy in the centres. In such a situation, there is no drainage system in the centers for the paddy that has been purchased in excess of the prescribed capacity. Due to which the paddy is kept in the open. The mood of the weather has also changed these days. If there is heavy rain any day, lakhs of quintals of paddy will get wet.
Committee employees surrounded DMO office
Janjgir – Champa (Naiduniya News). Regarding the lifting of paddy from the procurement centres, the employees of the Service Cooperative Society surrounded the office of the District Marketing Officer and raised slogans and submitted a memorandum demanding immediate lifting. In the memorandum, the committee employees said that in the year 2023-24, 64.08 lakh quintals of paddy have been purchased in 129 procurement centers of the district at support price, out of which 50 lakh quintals have been lifted, but till date the procurement centers have not About 14 lakh quintals are left for lifting. There was a discussion in the DMO office between the DMO, District Registrar, District Nodal Officer and officials of the Service Cooperative Society Association. In which the DMO assured immediate lifting of paddy. The committee employees demanded that the paddy be lifted before 20th February. During this time a large number of employees of the cooperative society were present.
”The situation of paddy lifting in the district is better. Out of the total purchase, 80 percent paddy has been lifted. DO will also be issued to the millers in a day or two for lifting the remaining paddy jammed in the centres. In terms of paddy lifting, the situation of our district is better than the neighboring districts. There is jam of 26 lakh quintals of paddy in neighboring district Bilaspur and 30 lakh quintals of paddy in Balodabazar. Whereas only 14 lakh quintals of paddy is stuck here. Paddy will be lifted from all the centers by 28th February.
