Ganga desalination scheme has proved to be an incomplete dream. A major reason for this is the entire project was run by the government. 20 thousand crore rupees have been released for Ganga since 2014, but the expenses could not be even a third. On the one hand, the government has expressed its concern by expressing concern and on the other hand, the participation of the Ganga in desalination has been almost negligible.
Of the 30 centers for monitoring Ganga pollution, 28 report that pollution in the river is increasing continuously. The results of the Ganges water test between Bijnor and Ghazipur in Uttar Pradesh show that the river water has become dangerous not only to humans but also to animals. National Green Authority (NGT) instructions and rules to prevent pollution are flying in coastal areas. All this while the draft ‘National River Ganga Bill’ has provisions to develop a management mechanism to look after the Ganga related issues, maintain the smooth flow of the Ganga and prevent illegal activities. Armed Ganga Protection Force is there, there is a provision for arrest on violation of Ganga law, jail for five years and heavy fines of up to 50 crores. Moreover, 58 parliamentary constituencies are on the banks of the Ganges.
Promoted as the ‘world’s most polluted’ river, there has been a slight improvement in the quality of the Ganges water, but the goal of ‘zero pollution’ is far away. Prime Minister Narendra Modi made his presence felt at the famous Dev Deepawali Mahotsav in his constituency Varanasi, but before swearing in 2014, he said, ‘I have not come, I have been called by Mother Ganga’ from the banks of Ganga in Kashi , Forgot it and his silence about Ganga pollution created a constriction for Ganga lovers.
To prevent the pollution of Ganga, the most important is to stop the flow of sewage of the cities in the river. This work could not be completed even in three phases of Ganga Action Plan and half a decade of ‘Namami Gange’ campaign. The attitude of the states towards Ganga through five states has not been very encouraging. Establishment of 63 sewage management unit proposed under the ‘Namami Gange’ program, 28 schemes of riverbank development, biodiversity conservation, intensive plantation, establishment of Ganga village and industrial waste management schemes have not been completed even after a long period. The biggest failure has been the public awareness plan. The official announcement of the closure of the dirty water of about three dozen factories in Ganga between 39 falling sewage drains still in Varanasi and Haridwar-Prayagraj on the occasion of the Magh Mela of Prayag is itself a proof of pollution.
Leaving Ganga as the government and government schemes, we have probably made a huge mistake. The story of the River Thames in London bears witness to how thousands of young men and women all set out to save the river and remove pollution. It is a result of human awakening that the water of the river is transparent today and the foothills of the river can also be seen everywhere. The river Thames has become a major source of drinking water even today, due to which the Parliament of England had to shut down its work for a long time due to severe pollution and odor.
In the same way, it has become clear from the situation here that Ganga cannot be left alone only by the government. An attempt by the retiring officers of the Indian Army in this direction is particularly noteworthy. The eight-month long Ganga Yatra started off the Sangam coast in Prayagraj (Allahabad) in December this month, will make a public awareness about the cleanliness of the Ganga by covering a distance of 5100 kilometers. The journey of five states with the slogan ‘Sabka Saath Ho-Ganga Saaf Ho’ by Retiring Soldiers ‘Incredible Ganga’ is engaged in connecting the youth.
