The central government has said that this law will greatly benefit the farmers. Farmers will also be able to sell their crops outside APMC mandis. Only by showing PAN card can any person purchase crops. No tax will have to be paid on purchasing the crop outside.

The farmers have objected to this law that if APMC is procured outside the mandis, then the farmers will not get the minimum support price. Farmers will sell crops in the open market due to high price greed, this will make APMC mandis irrelevant and later the government will find an excuse to close them. After this, gradually the government will end the APMC and the minimum support price system.

Regarding this, the farmers give the example of Bihar where the APMC mandi system was abolished from the year 2006, but till date the condition of the farmers here has not improved. Farmers of Bihar still sell their crops in APMC mandis having MSP of Punjab-Haryana with the help of big traders. Small farmers are unable to do this either and their condition has deteriorated completely.

However, after the farmers’ protests, the government has made it clear that it is willing to give a written assurance that the APMC mandis will not be abolished and the minimum support price will continue. But now farmers are demanding to make the minimum support price a legal right.

This law is more popularly known as contract farming. The Center says that after this law, big corporate houses will sign small farmers and do profitable farming on their land. Farmers will be able to decide the value of their crop from corporate companies in advance. If the price of the crop increases later, the company will have to pay the value of the crop at an increased price. But under no circumstances will the agreement of the land be included in the agreement. In the event of a dispute, the company will only be able to carry the machined equipment installed. No loan can be taken on the farmer’s land. In the event of any dispute between the company and the farmer, arrangements have been made to resolve the SDM within 30 days.

The farmers are worried that this will grab the land of the corporate houses. After the agreement, the farmer will have no right over his own land and crop. Later, in the absence of work, the farmers will work on these lands. The farmers are worried that officials like SDM will listen to the company and the farmers will not be able to say their words. The case should be allowed to go to trial in civil court.

After the agitation, the government has now allowed the farmers to go to the civil court if there is any fraud in the agreement. The government says that no agreement will be made on the farmer’s land. Therefore, the apprehension of the farmers that their land may be grabbed. The government is also talking about the continuation of similar contract farming in many parts of the country, including Punjab.

Due to this law, now any private person or company will be able to purchase or store any crop as much as possible. The government says that more and more crops of farmers will be purchased by this. This will benefit the farmers. The government argues that like potato-onion crops are sold at very low prices during the season. No merchant buys them much due to excess purchase and restrictions on storage.

But by removing the limit of procurement and storage, companies will buy more in the lure of profit, and for this they will make cold storage. This will buy more crops and benefit the farmers. While opponents of the law say that if a businessman makes a large amount of purchases, then later he will make huge money through black marketing. This will cause a huge jump in the prices of that commodity and will be out of the reach of common man.

The central government has proposed a power law. Under this, the state governments will not be able to provide free electricity to the farmers. Instead farmers will have to pay the full cost of electricity first, later state governments can send electricity subsidy directly to the farmers’ account. The central government wants to stop the misuse of electricity in this way because a large number of people in villages do other business by taking free electricity, whereas it is given free only to farmers.

The farmers argue that the government will give direct subsidy while they have to pay the electricity bill on time. This will increase the debt burden on them. There is a possibility that there may be a shortfall in subsidizing. In view of the huge opposition from the farmers, now the government has spoken of not bringing this law.
