In fact, in Jammu and Kashmir, the seven-party Gupakar Alliance (PAGD) got a clear majority of nine to 12 seats out of 14 in every council in the six districts of the Valley – Anantnag, Budgam, Ganderbal, Kupwara, Pulwama and Kulgam. The rest have seven seats in the coalition’s kitty, except Srinagar and with the support of the Congress, it has gained an edge.
