For the first time, the Center has given guidelines to regulate cab aggregators like Ola and Uber in India. The move brought great relief to the eco-system, which was reeling from the absence of a policy governing the region. The government has defined the meaning of the aggregator through automotive aggregator guidelines. Accordingly, aggregator means – a digital intermediary or marketplace to connect the driver with the intention of transporting passengers. The Ministry of Road Transport and Highways released the Motor Vehicle Aggregator Guidelines 2020 on Friday. Their goal is to regulate shared mobility while reducing traffic and pollution. In addition the definition of aggregator is included. For this, the Motor Vehicle 1988 has been amended with the Motor Vehicle Act, 2019.

The Union Ministry of Road Transport and Highways said in the notification, “These guidelines may apply to aggregators onboarding transport vehicles in the area of ​​operations. Under the Act, all motor vehicles and e- in vehicles to be integrated by the aggregator. Rickshaws will join. “

The license will be valid for five years, after which one will need to apply for the license.

Aggregator’s accountability fixed
These guidelines of the government state that the license issued by the state government is mandatory for the approval of business operations by the aggregator. State governments will have to follow the guidelines given by the central government to control the aggregator. To ensure compliance with the license requirements, there is a provision of penalty under section 93 of the Act. The Guidelines are intended to create a regulatory regime for the aggregators by the state governments to ensure that the aggregators are accountable and responsible for the operations carried out by them.
