The first attempt will be to have those devices ready in their own country. If it is in the domestic market, then it will be preferred to buy it. The parameters set by the Prime Minister’s Office will have to be followed to initiate the procurement process. On November 18, the Department of Expenditure of the Finance Ministry has issued an order in this regard for all central ministries and departments.
According to the Finance Ministry, if all ministries, departments or government organizations have to make a purchase, then for that first tender has to be issued domestically. If that stuff is not found here, then the global tender process has to be started as per the laid down rules.
If a ministry has given a global tender directly without a domestic tender, it will not get the approval of the Central Secretariat. The ministries and departments will have to discuss this with the DPIIT. From there they will get the information of the domestic product service supplier agency. Also, all ministries should prepare a proposal for the procurement process for at least three and a half years.
